What Wikipedia says
Mutasarrif or mutesarrif (Ottoman Turkish: متصرّف, romanized: mutasarrıf, lit. 'plenipotentiary') was a title used in the Ottoman Empire and places like post-Ottoman Iraq for the governor of an administrative district in place of the usual sanjakbey.
